General Updates & Summary of AIBA Rule Changes

Our calendar is already a busy one, necessary because of the number of boxers, but difficult for our overworked officials. It is one reason we will making a real push for persons to join the ranks of the R&J this year. It’s a challenging role but full training will be given and most people find it very rewarding – ideally we would like each club to put one person forward to see if it’s the right fit for them. Please forward names of those interested to secretary@boxingqueensland.com so that we’re able to organise training.
Payments for affiliation, financial membership, courses etc are still to be paid through the secretary - preferred method is direct payment into the Boxing Queensland Bank Account. Payment for Boxer Registration MUST be paid direct to the Boxing Queensland Medical Registrar and should be made by cash, cheque or money-order - if you have any queries please contact the medical registrar Terry Kidd and he will be able to assist 07 5495 7568.
All AFFILIATED Clubs are covered by insurance, please attend to insurance early in the year to ensure your boxers are properly covered. Boxers must be members of an affiliated club.
The Under 15 (Born 2003-2004), Junior (Born 2001-2002) and Youth (Born 1999-2000) Australian Championships will be held from the 3rd to 8th of April in Adelaide. Accordingly Boxing Queensland will hold selection trials for all male and female boxers born between 2003-1999 to select our team to the Australian Championships. 2 boxers in the Youth Division are permitted to enter in the Australian Championship. Please remember only Australian citizens are able to enter and must provide proof of citizenship at the Selection Trials by way of Australian Birth Certificate, Citizenship Certificate or Australian Passport. Selection Trials will be held on the 4th and 5th of March at Acacia Ridge – please register boxers details on the website under events.
In September this year the 2017 AIBA Men’s Worlds will be held, as AIBA have determined that boxers need to first attend a qualifying competition the Australian men’s team will be selected in April, it is planned that this competition will run concurrent with the Under 15, Junior and Youth Australian Championships in Adelaide. Queensland will run selections for the Australian Elite Men’s Team for the 2017 Continental Championships/World Championships on the 4th and 5th of March at Acacia Ridge. Nominations required – please register under events on the website.
The Queensland Titles will be held in September, this event is open to all Queensland Boxers from 10 years of age - this event will be the selection for the Male and Female Elite Australian Championships to be held in November in NSW. The Elite 2017 Australian Championships will be the selection event for the Male & Female Elite Team to the Commonwealth Games.
The committee of Boxing Queensland after much deliberation and advice have changed the blood test requirement from mandatory to highly recommended. All Elite Boxers competing in the November Australian Championship must have these blood tests as they are mandatory in NSW. Any boxers hoping to compete in NSW, Tasmania and Western Australian will need to have these tests and will not be permitted to compete without them.
Nomination fees to titles running in excess of 1 day have been reinstated, while we are reluctant to burden clubs and families with the additional costs the amounts raised will assist with our R&J and all boxers who make teams will continue to be subsidised by Boxing Queensland.
The committee of Boxing Queensland will be meeting on the 1st of February when they will discuss initiatives for the year ahead, please send in any ideas or changes you believe are necessary – while this is a executive committee meeting most meetings are also open to our Financial Members.
Summary of Changes to AIBA Rules

Please note that the Boxing Australia Board has decided that ‘until further advised’ they are not introducing into Australian Elites Men’s competitions the use of pro hand bandaging.
AIBA Technical Rules
· Rule 1
o Age determination for Championships will be retained as Year of Birth
o Elite men and women ages are retained as 19-40 years
o Youth men and women ages are retained as 17 to 18 years
o Junior boys and girls are retained at 15 to 16 years
o U15 years – 13 to 14 years
o Note 1. In local underage competitions a 24 months window is retained before an exemption is required
· Rule 2
o Athletes who have competed in other individual physical combat sports, including professional boxing, are eligible to compete subject to being approved by AIBA through Boxing Australia. No waiting period once approved.
o TKO has been replaced with RSC and the retirement aspect moved to its own decision. Accordingly, when any KO or RSC occurs the doctor must complete a Medical Bout Report. The current BAL Head Injury Form will be amended, however, in the interim we will continue to use the current so a record in retained.
· Rule 3
o In Australian Championships and Selection Competitions five judges will be used. For Member Association competitions three or five judges may be used. If 5 Judges are used the judges seating plan is to comply with AIBA rules
· Rule 4
o Where 5 Judges are used, the 5 judges scores will be used.
o Unanimous 5-0
o Split – 4:1; 4:0, 3:2, 3:0, 3:1
o Abandon – new Decision. Used when a boxer retires, the coach throws in the towel or mounts the apron of the ring
o RSC – Replaces TKO
o RSC-I – Replaces TKO-I
· Rule 7
o In the case of a low blow and the referee has called ‘Time’ and given the boxer 90 Sec to recover, if the boxer is fit to continue the referee may warn the offending boxer.
· Rule 8
o If the boxer receives a head butt or illegal blows which cause an injury or cut the referee must immediately disqualify the offending boxer.
· Rule 16
o Active professional coaches shall be allowed to coach in international AIBA competitions if they are AIBA certified.
AIBA AOB Competition Rules
· Rule 3
o The General weigh in has been removed where qualification is required to nominate. This will occur for our Australian Championships.
· Rule 6
o Elite and Youth women will now box over 3 x 3 minute rounds in championships and selection competitions. This is effective immediately and will be required for Member Association ‘pathway competitions’ leading into the Australian Youth Championships.
· Rule 22
o AIBA has introduced pro hand bandages for Elite men boxers – however due to the practicality of their introduction and health and safety impact, only the current specification bandages are to be used, i.e. 2.5m to 4.5m long and 5.7cm wide of stretchy cotton material with Velcro closure, until further advised..
